Lord Wataro believed Nataku and Eijiro’s lies, wouldn’t listen to Atsumori, and gave his orders so Atsumori is doing what he feels he must (unless he just really wants to win and figures if the Senshin haven’t actually been preparing then this would be an easy win).

If you look closer, you notice he says something along the lines of “somebody saidI’m told you were preparing for war and my Lord will not allow that to happen!” He didn’t say he PERSONALLY bought into the idea, he’s just doing his job.
